Astrid Thors, the Finnish immigration minister, said Wednesday that the war children, Finnish infants evacuated to other Nordic countries during the second world war, should be granted Finnish citizenship without charge as of the beginning of next year.

Currently war children have to pay a reduced fee to regain citizenship. War veterans, whether conscripted or volunteers, do not have to pay anything.

Thousands of war children remained in Denmark, Norway and Sweden after the war.
